A tearful Biles and fellow elite gymnasts testified before a Senate panel Wednesday, blaming the FBI, USA Gymnastics and the US Olympic and Paralympic Committee for not doing enough to protect athletes from former USA Gymnastics team doctor Larry Nassar.
